I sent feedback, but Apple rarely listens to its customers unless they get pummeled on something (and apparently most users are happy with a bottom dock and either don't notice or don't care what they do).
Then one could set up their monitors and docks any way they like and still have full access to starting applications without having to leave the other monitor. Apple should offer a dock on BOTH monitors at all times, IMO just like their menu bar is now on both monitors (one is unselected, but always there). The partial icons that are visible will function but I can. The only way to close Acrobat is to close the window via the Windows taskbar at the bottom of the screen. When I try to click in that area it activates whatever application is running behind the Acrobat window.

Unfortunately, I get no dock on the second monitor unless I put them side-by-side and select a bottom positioned dock. Moving the dock to a second display has been possible on Mac OS X for many years, but the dock and menu bar changes in recent versions make it worthy of another look. The menu bar and top portion of the tool bar will not display on Acrobat DC. If I set the monitor position diagonal up in Displays, I could still mount the dock on the left and not accidentally end up on the second monitor since I had to go diagonally up through the upper left corner to get to it.
